You can rent a scooter with an A1 license from the age of 18, or with a B license if you are at least 25. If you are under 25 and only have a B license, then Portuguese law requires you to hold both AM and B licenses to rent a scooter up to 125cc.

For all motorbikes above 125cc, you must have an A license, be at least 23 years old, and have held your driving license for at least one year.

No, it is not allowed to return the vehicle to another location. 

All scooters and motorbikes have a CDW (Collision Damage Waiver) included which depends from one to another. The motorbikes from 300cc onwards there’s a possibility to pay an extra coverage to reduce your liability.

Yes, if you are outside Europe an international permit is required to rent a scooter or a motorbike in this location.
